UN disability rights ratified

The government agreed to ratify the UN Convention on The Rights of Persons with Disabilities last week, but held back on endorsing article 24, which outlines the rights of disabled people to "inclusive" education.

Junior work and pensions minister Jonathan Shaw said the reservation wasto: "Allow for circumstances where disabled children's needs may be bestmet through specialist provision, which may be some way from theirhome."

Christine Lenehan, director of the Council for Disabled Children, saidratification of the convention represented a "paradigm shift" inattitudes. But she added: "We note with disappointment the reservationon article 24."

A government spokesman said it was committed to continuing to develop asystem where parents of disabled children have increasing access tomainstream schools and staff.
