Does the UN Convention on the Rights of the Child have any legal forcein the UK? The UK Government ratified the convention in 1991 but hasnever incorporated the convention articles into law.
How is it enforced then? Discussions about the convention tend to usethe language of 'awareness raising', 'promotion' and 'implementation'rather than enforcement. The convention provides a framework of basichuman rights for children, which ideally should be used as a templatefor policy makers, legislators and service providers. There is littleevidence though that this takes place. However, the convention is citedin some Government guidance and the Government is obliged to report onthe implementation of the convention to the UN Committee on the Rightsof the Child every five years.
