In Peterborough, the council is helping private nurseries overcome thisdilemma by setting up a staff supply agency. When providers want toattend training then the agency will provide staff cover for free."Paying for supply staff from a private agency can be the differencebetween breaking even and running at a huge loss for a privateprovider," explains Karen Hingston, manager of childcare services atPeterborough City Council.
