Training: Agreement pilots to begin in April

Activity and learning agreements, initially announced alongside this year's Budget, will target about 30,000 16- and 17- year-olds who are not in education or work, or who lack basic skills. The Treasury has allocated 60m for activity agreements, designed for young people who have been out of education, training and employment for more than 20 weeks.

In exchange for weekly allowances of between 20 and 40, they will sign contracts committing them to a plan to get back into education or training. The 80m set aside for learning agreements will cover the cost of training for young people who are in work but are not receiving accredited training, as well as subsidies for employers who allow their workers time off.
