Budget: Chancellor to increase post-16 financial support

The measures, highlighted during Brown's Budget speech last week, are outlined in the Government's response to Supporting young people to achieve: towards a new deal for skills - a consultation published for last year's March Budget.

The plans include two pilot schemes that will be trialled in eight areas of England from April 2006.

The first is a 60m scheme of weekly allowances for disengaged 16- and 17-year-olds who sign up to individually tailored learning plans known as Activity Agreements, setting out what steps they will take to move into education or training.

The second initiative, which will receive 80m over two years, is Learning Agreements that will use financial incentives to encourage employers and 16- and 17-year-old employees to enter training or education.
