Brown said the Government needed to do more to "tackle the sources of crime, especially among young people". He said: "The answer to young people hanging around is providing them with things to do."
He outlined plans for a Safer and Stronger Communities Fund, based on existing Home Office and Office of the Deputy Prime Minister programmes, to support community-based solutions to crime. Brown added that the Home Office will announce further plans to reduce youth offending next week.
Paul Ennals, chief executive of children's charity NCB, welcomed the funds, noting that "antisocial behaviour is often a side effect of a lack of facilities".
