It said the Government is using lottery money to pay for projects that should be funded centrally, and that community organisations have lost out.
A spokeswoman said: "They are making this big announcement, but the money was taken away with the same hand."
Graeme Tiffany, vice-chair of the Federation for Detached Youth Work, also warned: "I'm not going to get excited. I'd be asking the age-old question on long-term statutory resources."
