The group makes the assertion in a report, Reconnecting Detached Youth Work, which is due to be launched in September. It also criticises the use of mobile buses by youth services, saying this means detached workers do not meet young people on their own territory.
Graeme Tiffany, vice-chair of the Federation for Detached Youth Work, said: Because of the outcomes agenda there is anecdotal evidence that detached youth workers are working less with more socially excluded young people, in some areas targeting easier-to-reach groups.
He added that using mobile buses as part of detached youth work provision does not reach the right young people: Having a mobile bus is no different to having a youth club. The young people that dont go to youth clubs wont go to buses either.
