Together for Children (TfC), the agency responsible for delivering the government's children's centre programme, has created a toolkit to support training. It is aimed at planning and commissioning services within local authorities and primary care trusts (PCTs), as well as children's centre staff and their partner agencies.
Maxine Roberts, TfC's director for strategy and partnerships, said there was a lack of consensus between local authorities and PCTs when commissioning services for children.
"It starts with how people are commissioning services in children's trusts," she said. "But the problems extend to whether PCTs feel they have enough health visitors to support children's centres, and whether information is being shared."
