The consultation sets out a model for addressing the issue across government, focusing on prevention, provision and protection. It will challenge attitudes that make violence against women acceptable to some.
To help generate a public discussion, the government has put in place a number of initiatives such as violence prevention advisory groups and a police-led review on new legal powers for dealing with perpetrators of honour-based violence and forced marriage.
The strategy for creating a safer society for women and girls will be produced by the end of the year.
