"The green paper's 'youth offer' must be seen as much more than 'things to do and places to go'," said Tom Wylie, chief executive of The NYA.
"It needs to complement Tomlinson's proposals and provide a further ingredient in the mix. Indeed, the youth offer should help define the minimum entitlement to wider activities that a young person can expect."
The Tomlinson report includes a section on the role of wider activities as a means of both enriching individual and community life and providing a way back into formal learning. The report comes out against compulsion but said young people should have an entitlement to wider activities.
