The review, run by 4Children with support from The National Youth Agency and other national organisations, spoke to more than 7,000 young people around the country. Findings showed that teenagers are fearful of their personal safety, with a lack of safe places a key concern.
Viv McKee, director of policy and development at The NYA and Make Space Youth Review panel member, said: "The Government already has the policies in place for its youth offer. It now needs to invest 1.5bn to make it happen. That's up to 350 for each teenager - less than 1 a day - equivalent to the additional money spent by government to reduce inequalities in young children in 2006-07. Currently the average spent each day on youth services for each teenager is less than the cost of a second class stamp. The voice, choice and influence of young people are integral to making the youth offer effective. This requires a renewed commitment to the Youth Opportunity Fund and Youth Capital Fund. It is also dependent on skilled workers, with 'someone to talk to' a top priority for those young people we've worked with. To achieve this we need a clear framework for qualifications, recruitment and development of sufficient youth workers and advanced practitioners across the spectrum of services for young people."
