She told the BBC Politics Show that a better range of opportunities is needed for young people so they can spend their time positively and that more capital investment is required so they get a decent deal on places to meet.
Calling also for an increase in the number of skilled youth workers, she said: "Some young people have much worse life chances than others and youth work is a way to give these young people what can be their first real chance."
