Chief executive Fiona Blacke said: "While the latest government announcement is disappointing, we should keep focused on the long-term gains that have been made and follow the trend rather than the blip.
"The Teenage Pregnancy Strategy has been making real progress across most communities in England and bringing together a wide variety of people and projects in an exemplary way. Good practice becomes ever more embedded as time passes, and the news of new investment in contraception, healthy colleges and integrated professional training will hopefully continue a very positive trend.
"However, the initiative most likely to improve the situation long-term - statutory personal, social and health education - will only do that if the best expertise available in communities is harnessed alongside better trained teachers to deliver sex and relationships education."
