It includes an index of Bristol children, containing the same basic data as ContactPoint and acts as a front-end directory for the electronic Common Assessment Framework (eCAF) system. It helps practitioners to quickly identify a child or young person, which agencies are working with them and if a Common Assessment Framework record exists. Bliss is integral to the rollout of multi-agency, locality working using the Common Assessment Framework and the role of the lead professional, and was piloted with 71 practitioners from across the city.
Lessons learned from the pilot include that training on integrated service delivery is best delivered on a multi-agency basis and that it is useful to have a joint communications strategy to cover the Change for Children project areas.
