The guide aims to provide an accessible reference for youth workers to help them meet the duties of the Act. This places two fundamental duties on all education authorities when they provide youth services - the duty not to treat a disabled person less favourably than they would treat a non-disabled person, and the duty to make reasonable adjustments to prevent disabled people from being placed at a substantial disadvantage.
The second phase of the Act, requiring that "adjustments must be made to auxiliary aids and services", took effect on 1 September this year.
This means a youth centre, for example, might need to update its specialist equipment, advice services or staff training. The final phase of implementation, requiring adjustments to "the physical features of premises" takes effect from 1 September 2005.
