Around 40 invited delegates agreed that organisations in partnerships must gain an understanding of, and sympathy for, each other's priorities and working methods, if they are to thrive.
During the seminar, entitled Youth Work Approaches To Gang Culture, delegates listened to an overview of national research from Ian Joseph, director of Action Research Consultants, and heard case studies from Camden and Manchester youth services, and from the LEAP Gangs And Territorialism project.
Moira Hill, head of Manchester Youth Service, described how a "bottom-up" approach - cultivating work from grass-roots level and involving the local community - had been more successful than a previous scheme administered in a "top-down" style by the police.
