The Teenage Pregnancy Independent Advisory Group's annual report, which was published last week, says the problem is hampering work with young parents.
Young parents' course provider Young Mums To Be has seen about 20 of its 50 centres that provide courses for young parents close in the past 12 months.
Sheila King, national programme manager, said: "Tony Blair has stated that there needs to be better parenting skills for pregnant teenagers, but there is no money for this work."
The report praises the work of the Government in reducing teen conceptions, but calls for more work on the "basics", such as easy access to a full range of contraceptives, and statutory sex education in school.
