The report says there is a "wide disparity" in the status of the co-ordinators, whose task it is to deliver England's 10-year teenage pregnancy strategy locally.
Anne Weyman, chief executive of fpa and an advisory group member, said: "If they are given more clout they can develop effective multi-agency work. Local discretion is important but so is appropriate priority."
The report recommends making sex and relationships education compulsory and developing a young people-friendly health service. It also calls for young people to be involved in policymaking and for the ability to talk about sex with young people to be made a core skill for all youth professionals.
