The strategy was due to be published yesterday (12 September) and wasexpected to focus on challenging local authorities that fail to makeprogress on teenage pregnancy. Children's minister Beverley Hughes saidit would contain "a range of measures to ensure that those performingbadly raise their game".
The strategy was also expected to contain measures to improve thequality of personal, social and health education lessons and support forparents.
