It is estimated there are as many as 2,000 16- to 17-year-old lone parents living as sole tenants, with the majority in social housing. Concerns have been raised that in the four months since Gordon Brown made the announcement at last autumn's Labour conference, a total of just £3.2m has been set aside for the scheme out of the £30m promised.
Colin Falconer, director of innovation at the Foyer Federation, said the low amount allocated so far could be attributed partly to the fact that the majority of children's trusts have not begun the bidding process to commission the service, something of which they have little experience.
