In his address to the Labour Party conference, Brown announced the measure alongside a guarantee to increase the minimum wage, child benefit and child tax credits for families every year.
He said: "I think it is time to address a problem that for too long has gone unspoken, the number of children having children. For it cannot be right, for a girl of sixteen, to get pregnant, be given the keys to a council flat and be left on her own."
He said the shared homes would provide the teenagers with a chance to learn responsibilty and how to raise their children properly.
By reforming tax relief Brown also announced plans to give free childcare to 250,000 two-year-olds by the end of next Parliament.
Pledging not to return to "wasted generation" of the 1980s, Brown announced plans to create 10,000 skilled internships in partnership with the Federation of Small Businesses and up to 10,000 "green work placements" through the the Eden Project and Mayday Network.
"We will ensure care leavers training, guarantee the young unemployed work experience, expand university places and increase, not cut the apprenticeships we need," he said.
The Prime Minister also guaranteed not to cut support to schools over the next five years and promised to "aggressively turn round" underperforming schools.
