Children and young people's minister Adam Ingram said he was fully in agreement with the recommendations in the independent review into abuse of children in the Scottish residential care system between 1950 and 1995.
Ingram has pledged to learn from the lessons of the report, published last week, and develop proposals for care leavers who have suffered sexual abuse.
The report, Historic Abuse Systemic Review: Residential schools and children's homes in Scotland 1950 to 1995, said the task group should review and monitor residential care arrangements and look for the best ways to ensure children's safety and welfare.
Author Tom Shaw also said there is a need to review public records in Scotland and legislate to ensure information is permanently preserved. "Attitudes to children have changed gradually but only in the last 10 years or so in Scotland has there been full acknowledgement in law of children's rights," he said.
