The critical joint area review raised serious concerns over some services to vulnerable children. It found inconsistency in the standards of social care practice, in the quality and timeliness of assessments of children, and in the recording of information and development of their care plans.
A spokesman for Surrey County Council said: "We welcome the fostering report as it shows that we are managing to move forward from the joint area review report."
Dorothy Mitchell, the county council's executive member for children and families, said: "It is very satisfying to achieve this good result. We are proud of what we have achieved but, as an ambitious council, we remain firmly committed to continuing to find ways to help looked after children reach and exceed their potential."
