The moratorium, which lasted from October to December, caused concern that centres in North Belfast and South Armagh, which opened last year, could be vulnerable to closure.
The ban also prevented health bodies from recruiting staff while Northern Ireland's budget was being finalised.
Colin Conway, chair of the management board of South Armagh Sure Start and director of services at Nippa, the early years organisation, said: "Some people might have felt the project as a whole was under threat."
