The National Practitioners' Forum will bring together treatment workers, counsellors and other drug and alcohol practitioners to share information about how best to support four- to 18-year-olds who are affected by the problem.
The forum will aim to improve the lives of the estimated 350,000 children of drug abusers, and the 1.3 million children whose parents misuse alcohol.
The scheme has been launched under The Children's Society's Stars initiative, which targets young people affected by the substance abuse of their parents or carers.
Sara Mayer, project manager of Stars, said: "Having a parent who uses drugs or alcohol can have a devastating impact on a child's life. Our goal is to ensure that every child whose parents use substances will get the support and protection they so urgently need."
