The Greater London Alcohol and Drug Alliance's London Crack Cocaine Strategy for 2005-08, which kicks off in March, promises to target young people with a campaign highlighting the dangers of crack cocaine and to set up a substance misuse forum to influence the wider young people's agenda.
Shona Beaton, chief executive of the London Drug and Alcohol Network, part of the strategy steering group, said: "There is no money attached to this strategy, but it will help direct where money is spent. Having the National Treatment Agency and the Metropolitan Police sign up to it gives it clout."
Rosie Brocklehurst, spokeswoman for Addaction, said: "Street prices of crack cocaine have come down a lot."
