The independent body, which launched in April, will commission research on the impact of policies on the groups in its first detailed studies.
A spokesman for the commission said: "There is a lot of information out there on these areas but our focus is on drugs policies. We will be commissioning research with university experts to look at all the evidence in the field and find the gaps."
The commission plans to release the reports for consultation in September. Its first overview report, published when it launched, highlighted a lack of evidence on the effectiveness of drugs policy.
