A consultation on Statutory Guidance for Local Authorities and Schools on Information Passports, Personal Learning Plans and the Core Entitlement for all Pupils in Pupil Referral Units and Other Alternative Provision is now open. Plans to introduce these measures were first announced in the white paper Back on Track in May 2008.

The guidance sets out what is expected as a minimum core entitlement for children in alternative provision, such as the number of hours of provision they should have per week and the maximum waiting times for placement in alternative provision. It states that once a child has been identified as in need of alternative provision, they should be placed within two weeks. Information passports are used to assess the educational needs of the young person and include information such as behaviour and attendance, the reason for referral and previous interventions and outcomes. Personal learning plans should focus on outcomes, progression and reintegration, either in school, college or employment.
