Staff pay deal on 16 to 19 reforms

The Public and Commercial Services (PCS) union has struck a deal with the government over pay and conditions for staff whose jobs will change because of the 16 to 19 transfer.

The government has now pledged to amend the Apprenticeships, Skills,Children and Learning Bill, to include a clause that will protectemployees' salaries and benefits.

This will help almost 1,000 Learning and Skills Council staff who arescheduled to move to local authorities when the transfer takes place in2010, and a further 2,300 workers who will be split between the SkillsFunding Agency, the National Apprenticeship Service and the YoungPeople's Learning Agency.

Bob Rollings, industrial officer for PCS, said negotiations withgovernment went well. He said: "This is absolutely as good as we'regoing to get."
