Jobs at risk from 16 to 19 U-turn

Hundreds of former Learning and Skills Council (LSC) employees are at risk of being made redundant after Education Secretary Michael Gove announced plans to reverse changes introduced by the previous government as part of the 16 to 19 transfer.

The transfer, which took place in April, dissolved the LSC and madecouncils responsible for providing education and training for childrenup to the age of 19. More than 950 LSC staff were transferred to work inlocal authorities as part of the move. But Gove believes the systemcreated by the last government is overly bureaucratic.

He has decided the Young People's Learning Agency, not localauthorities, should deal with paying for student places at furthereducation colleges and training providers from August, greatlydiminishing the workload for former LSC staff.

John Freeman, director of the React Programme, which supported councilsthrough the transfer, said this a "worrying time".

"Not only has the area-based grant been cut, which includes the grant topay their salaries, but the recent announcement by the EducationSecretary reduces the volume of work carried out by local authorities,"he said.
