Councils get help in seven billion pound transfer of 16 to 19 education funding

A support scheme to prepare local authorities for the seven billion pound transfer of 16 to 19 funding from the Learning and Skills Council in 2010 is to launch next week.

React, or the Raising Expectations Action programme, will be unveiled on Tuesday 18 November at a Department for Children, Schools and Families (DCSF) conference.

Due to start work in January 2009, the joint DCSF and Local Government Association programme will be led by John Freeman, who is to leave his current role as director of children's services at Dudley Council at the end of the year.

The £400,000-a-year programme will offer local authorities a range of services as they prepare to take on commissioning and funding responsibilities for 16 to 19 education in 2010.

Freeman explained that the programme is necessary because the reforms provide local authorities with a number of challenges. Councils will need to build new relationships with colleges, join up pre-16 and post-16 arrangements for special needs and take part in sub-regional groupings with other councils.
