The Local Government Employers issued Reducing Workforce Costs to finance and human resources managers last week.
The recommendations proposed include local authorities using more volunteers. Gill Archer, Unison's national officer for local government, told CYP Now the proposals could have serious implications for valuable local authority youth services.
"The Conservatives see a big role for the community and voluntary sector in delivering youth services," she said. "The problem is that where community and voluntary organisations are delivering youth services they are competing on costs in order to win contracts.
"An increase of this will not help young people or staff who deliver the services. The voluntary sector will not provide a cut-price answer to solving young people's biggest problems," she said.
