Family law: Cafcass outlines its aims to parents

An eagerly anticipated statement from the Children and Family Court Advisory and Support Service (Cafcass) on how it works in contact cases will stop short of making a commitment to shared residence.

The statement, being finalised as Children Now went to press, is likely to say Cafcass is "pro-child and neutral between parents".

And it will say that Cafcass has to put children first as a legal requirement, stopping short of claims made by Fathers 4 Justice founder Matt O'Connor last week that it would talk about a presumption of shared residence in contact cases.

Cafcass chief executive Anthony Douglas told Children Now that "one or two staff" had "misgivings" about the move, but said the majority were in favour.

Harry Fletcher, assistant general secretary of family court union Napo, said he was disappointed that the statement was unlikely to concede that Cafcass staff had been "distressed and intimidated by much of Fathers 4 Justice's activity".

The statement has also caused a split within Fathers 4 Justice.

- Cafcass is seconding the director of its North East region to develop its safeguarding policies as part of a wider review of child protection procedures. Elizabeth Hall will work on the initiative three days a week.
