Children's charity 4Children and The National Youth Agency have submitted a joint proposal in an effort to bring about an overhaul in the way youth services are provided.
The proposal has been submitted ahead of the 2007 Comprehensive Spending Review and forms part of the consultation process looking into children and young people's services.
The call for investment urges that services be delivered through 'youth hubs' - centres that integrate services so young people know where to go to get help. It suggests 1,000 youth hubs be developed in the country's most disadvantaged wards.
Hubs would allow one-to-one and small group work, and provide a range of services including IT facilities and study support.
