The council finished the latest stage of a consultation on a new strategy for special needs provision at the end of March. But special school heads have accused the council of taking too long to make decisions and not keeping them informed.
Graham Ridley, the head teacher of Selly Oak Trust School, said: "There is concern about the process and that the outcomes have already been decided. As a school we feel very unsure of our future."
The head teacher of another special school, who did not wish to be named, said: "It has been a drawn-out process and there is no clarity about what will be happening. It is an unsatisfactory state of affairs."
