In a speech due to be made in York yesterday (5 September), the Prime Minister was expected to highlight the need for new ways for the Government to keep track of local authorities' progress in areas such as reducing teenage pregnancies and raising the achievement of children and young people in care.
"Why is it that some local authorities are doing well and some local authorities are doing badly?" said a source involved in discussions ahead of the speech.
"How, in some areas, can the local authorities appear to be doing well, but might be lapsing in some areas of high risk? Are our systems of intervening at too high a level? Do we wait until the whole local authority is failing?"
