Social Care: Review questions protection guidance

Government guidance into the link between supervision orders and the child protection system need to be re-examined, a serious case review has concluded.

The local safeguarding children boards at Hammersmith & Fulham and Ealing carried out the review after the death of a 17-month-old boy in September 2006. The boy had been in the care of both councils.

The review concluded there are three areas of guidance for social services in England that need clarification. Guidance should clarify the limitations of supervision orders, particularly in relation to sharing information about them with other agencies, and should specify how supervision order requirements should be implemented and integrated with other aspects of the child care planning process.

The review also said guidance should specify the criteria to be used when deciding whether a child who is the subject of a supervision order should be on the child protection register and subject to a child protection plan.
