The Commission for Social Care Inspection found that none of the 18recommendations made since Plymouth's last inspection in 2004 have beenmet. It says the council is still not serving children well and that itscapacity for improvement remains "uncertain".
Concerns include an area child protection committee lacking "leadershipand direction" and substantial areas of safeguarding practice that arenot in line with the requirements of the Victoria Climbie inquiry.
Bronwen Lacey, the council's director of children's services, haspledged urgent action. "This report demonstrates that the council hasnot managed to address some fundamental problems quickly enough," shesaid. "The issues around safeguarding children are particularlyconcerning and we are putting in measures to address these weaknesses asa matter of urgency."
