Last November, the Commission for Social Care Inspection said BirminghamCity Council was not serving children well and gave it a zero rating forthe third year running.
But a follow-up inspection of children's services released last weekconcludes that Birmingham is now serving some children well.
"The inspection found clear evidence that change is taking place and thecouncil is demonstrating the capacity for continued advancement in thequality of its work with families and children," said the commission'sWest Midlands regional director, Sarah Norman.
And although inspectors say there is still the need for continuedprogress to be made before social services can be seen as serving allchildren and families in the city well, it has rated its capacity forimprovement as promising.
