- 24% of looked-after children are in care as a result of family dysfunction (10 per cent in England)
- 88% of looked-after children are in foster placements (74 per cent in England)
- 28% of looked-after children have three or more placements during the year (15 per cent in England)
Hartlepool has vastly improved its record on looked-after children in recent years. In 2000, 50 out of every 10,000 children were being looked after in a series of short-term placements. Now that figure has been halved. The authority has also managed to keep all its under-10s out of care homes and hostels - nationally two per cent of looked-after children under 10 are in homes or hostels.
