15% of looked-after children with three or more placements during2003/04 (13 per cent in England)

336 average gross weekly spend per looked-after child in fostercare in 2003/04 (349 in England)

2,173 average gross weekly spend per looked-after child in achildren's home in 2003/04 (2,048 in England)

The borough's chief executive, Rob Whiteman, has promised to "putsystems in place to ensure the service is fit for purpose".
