Robert Tapsfield, chief executive of the Fostering Network, said hefeared that some local authorities might cut additional payments tofoster carers in order to fund higher minimum allowances. "This would belike cutting your salary to increase your expenses budget," he added."The minimum allowance must cover the full cost of caring for achild."
But Andrew Webb, co-chair of the Association of Directors of SocialServices' children and families committee, said it would be unreasonableto assume that local authorities would be able to keep adding paymentsonto a higher base line. The Government must create the funds to pay forany increase in payments to foster care, he said.
