The Independent Children's Homes Association told Children Now councilsneeded more focus on placement planning and outcomes, and should speedup the commissioning of services such as fostering and residentialcare.
It was responding to Kent, which recently accused London boroughs of"dumping" vulnerable children on the county.
A spokesman said seaside towns like Blackpool faced the same problemsfollowing the "proliferation" of residential and fostering agencies."Councils should shorten timescales for commissioning services becausemany think they are doing well by saying they'll have a strategy withinthree years. It should be three months," he added.
