Call to make residential care more than a ‘last resort' for children

Ministers want immediate steps taken to address weaknesses in children's residential care, but providers are warning the government and local authorities to tackle the deep-rooted problems in the system

The children’s residential care sector has been thrust firmly into the spotlight by the government’s latest cry for reform, following a number of high-profile cases of child sexual exploitation.

The latest announcements have focused largely on the problems of out-of-borough placements, the vulnerability of children who run away from care and the varying quality of residential care across the country.

While recognising that “there are good children’s homes and excellent care workers”, children’s minister Tim Loughton believes immediate steps are needed to address weaknesses in the system.

These include improving data sharing between Ofsted and other agencies, particularly the police; ?a crackdown on out-of-borough placements; and identifying ?areas where high numbers of ?care homes exist alongside high levels of prostitution and ?adult offenders.
