Roger Morgan, children's rights director at the Commission for Social Care Inspection, said children were still telling him they were being prevented from staying with friends. "Sometimes you have to keep fighting," he said.
A National Voice, a charity run by and for "care experienced" young people, revealed the issue to be a key concern.
Maxine Wrigley, national co-ordinator at the charity, said that the need for CRB checks was a myth.
Government guidance, which states that CRB checks should not normally be sought as a precondition of an overnight stay, was not filtering down to frontline staff, she added.
