Social Care news: National contract could be ready in April

Plans that could transform how English local authorities work with children's homes could be in place as early as April this year, Children Now can reveal.

Work on a national contract for children in residential care, which theAssociation of Directors of Social Services is leading on, is now welladvanced. The contract aims to improve outcomes for children by raisingstandards and reducing bureaucracy.

The single template for services provided by children's homes to localauthorities would replace the myriad of contracts that currently exist.It will also improve commissioning arrangements, which chief inspectorssaid had "a long way to go" in their second major report on safeguardingchildren published in July.

The contract will run along similar lines to the national contract forthe placement of children in independent and non-maintained day andresidential special schools, which is now used by 84 local authoritiesand more than 110 special schools. This contract is widely credited withreducing bureaucracy and making costs more transparent.
