The Local Government Association is to launch a toolkit in March thatwill explain to councillors what the new duty to promote the educationalachievement of looked-after children means.
Thirty questions, described as "challenging", will also help scrutinymembers identify whether there are any gaps in what the council isdoing.
In December, the Commission for Social Care Inspection said councilsneeded to do more to improve the educational achievement of looked-afterchildren.
