The Department for Education and Skills released the guidance afterchildren with learning disabilities were left out of a survey of 10- to17-year-olds in contact with social services carried out by all councilslast year.
Councils said there were not enough resources and expertise to includethem but the DfES is hoping that this latest guidance will change theirminds.
It suggests various methods councils can use.
