The East Anglian Consortium was established in 2002 to bring together the adoption teams at Cambridgeshire, Essex, Suffolk, Norfolk and Peterborough councils with Barnardo's in Colchester and Adopt Anglia.
The partners exchange information on children waiting for adoption and approved adopters who have not yet had a child placed with them.
In its first 13 months of operation the consortium found homes for 10 children, and in its second year 26 were found a new family.
A spokesman for Cambridgeshire Council said the consortium was unique in Britain and called on other regions to work together more closely.
Cambridgeshire Council cabinet member for social services John Powley said: "I am delighted that it has been possible to keep these children together with their brothers and sisters."
